The Knowledge Platform currently uses a special “Top Portal” theme tag to identify important portal pages. However, this tag is appearing alongside ordinary themes and topics, causing portal infrastructure metadata to be mixed with actual thematic relationships. Review how the portal system processes themes and topics and determine the best way to exclude “Top Portal” from normal portal relationship calculations while still allowing it to power Top Portal indexes, discovery pages, navigation systems, and editorial tools. The goal is to treat “Top Portal” as a system-level organizational marker rather than a thematic concept.
