Taxonomy Population & Validation

With inheritance infrastructure nearing completion, the immediate editorial priority is populating Topics and Themes consistently across the knowledge base. Existing taxonomy should be cleaned, validated, and allowed to inherit naturally before introducing additional semantic classifications. This work will directly improve portals, search, recommendations, and future AI-assisted navigation.
